A: It’s an "upright" tank for fluid storage. Normally 12’ diameter and 20’ tall, they hold 400 barrels of fluid. This one is laid on its side, which is how most are transported. Used in oilfield applications, this one was probably ditched illegally because it has been exposed to or contains excessive amounts of NORM or naturally occurring radioactive material. NORM is present in small amounts in produced fluids, builds up in storage tanks over time and is very expensive to get rid of. See this for some examples of modern versions.
